Experts, meanwhile, criticize that a purely law-and-order approach treats the symptoms but offers no solutions for poverty, educational deficits, and the housing shortage.

Finally, the team draws an interim conclusion: Duisburg is struggling with the long-term fallout from the decline of the coal-and-steel industry and from failed integration and social policies. Municipal budgets are chronically overstretched, while federal and state governments point to the need for structural reforms. Many of the people portrayed nevertheless refuse to give up hope—they are pinning their aspirations on better schools, affordable housing, and fair opportunities for the next generation
