The German government plans to introduce a digital pension certificate for all pensioners in Germany. This means that the current pension certificate in card format is to be abolished and replaced by a digital version. This digital certificate can be stored either in an app on a smartphone or in a digital wallet. The government argues that this will increase efficiency and make the state more digital.

However, there is a catch: Many people in Germany do not have access to the internet or prefer not to use digital applications for various reasons. According to the Federal Statistical Office, there are 2.8 million so-called 'offline' individuals in Germany, with 12% of them falling in the age group between 65 and 74 years.

These people without internet access would be excluded from the digital pension certificate. This raises the question of whether the government intends to simply ignore these individuals. It is important that the government considers all citizens and offers alternatives to the digital pension certificate to avoid excluding anyone.

It is therefore crucial for the government to offer both the digital and analog pension certificate on paper to ensure that all individuals can access their pension entitlement. Digitization should not be mandatory and should provide options for everyone. Introducing an opt-out procedure, as is the case with the electronic patient record, would be a mistake as it could lead to increased resistance and uncertainties.

It is important for the government to take the needs and concerns of its citizens seriously and find a balanced solution for the digital pension certificate. Everyone should have the opportunity to claim their pension entitlement without coercion or restrictions
